This design is parallel to the design of the site by a team of architects and engineers in the NThis design is parallel to the design of
the site by a team of architects and engineers in the National Housing Development Authority (NAHD) in Sri Lanka in 1983.

This project represents the first “Site and Services” type of project to be carried out by the NHDA in response to the new policy
directories of the government of Sri Lanka. The policy approach is to consider the government’s role as a “facilitator”, instead of the
more traditional role of “supplier”, and only a minimal provision of infrastructure and core dwellings are included. Primary reliance
is on utilizing the efforts and resources of the users of the users in the progressive development of dwellings and community. The
project is located on a key highway on the outskirts of Colombo, the capital and the largest city in Sri Lanka.

The design is focused on land subdivisions. The design of the core dwellings is not considered other than to establish lot widths
and lot areas consistent with local conditions. The utilities were designed in some detail to understand the interdependence of those
systems with the physical layout, and in consideration that they represent one of the major cost components of the project.
